The Sudanese Congress condemns the imposition of fees on criminal proceedings.

May 31, 2025 (PEN) The legal sector of the Sudanese Congress Party expressed deep concern over what it described as a "dangerous coup against the concept of justice," following decisions issued by the Public Prosecution and the Ministry of Finance to impose varying fees on citizens for carrying out basic criminal procedures, including filing reports, arrest warrants, bail release, autopsies, and property recovery.

In a statement issued Saturday, the party said, "Transforming the Public Prosecution from a judicial body into a collection tool that burdens victims rather than providing them justice opens the door wide to individual revenge, given the inability of the poor to bear the costs of litigation."

The statement noted that the new measures, which include more than fifty provisions, represent a "flagrant violation of the constitution, the law, and international conventions," emphasizing that imposing fees even for the recovery of a stolen wallet or the autopsy of a murdered body transforms the right to access justice into a privilege reserved for those with the means.

The party called for the immediate repeal of these measures and the launching of an independent investigation into their motives and the mechanism by which their proceeds are disbursed. It called on all legal and professional bodies to "stand firmly against this absurdity and work to restore the Public Prosecution's role as a service to justice, not an adversary of its victims."
