The Sudanese Football Association has formed a committee to manage the activity and organize the league at the Khartoum Local Football Association, headed by Mahmoud Saleh Jaber, with Osama Mustafa Farfour as alternate chairman, and with the membership of Arif Abdullah Arabi, Al-Fadil Awad, Muhammad Iqbal, Bashir Abdullah Al-Qala, Walid Salah Ibrahim, Abdul Qadir Yusuf, Faisal Al-Hanan, Osama Abdeen, Ali Othman, Hashim Khalaf Allah, Mansour Al-Awad, Amir Ahmed Adam, and Abdul Azim Babiker as a member and rapporteur, in the framework of its responsibilities to supervise all local league activities in Sudan.

The president of the Sudanese Football Association, Dr. Mutasim Jaafar Sir Al-Khatim, had informed the governor of Khartoum State, the director of the Khartoum State police, the director of the Khartoum State security apparatus, and the clubs of the three divisions in the Khartoum Football Association of the decision to form the committee.
