The UN Office for the Coordination of Humanitarian Affairs has said that humanitarian aid should not be tooled, looted or diverted

The office called on both sides of the armed conflict to allow the safe passage of humanitarian aid and humanitarian workers.

He added that humanitarian action should be based on need alone and should not be used for military or political purposes.
