The United Nations welcomes the Quartet's efforts to achieve a humanitarian truce in Sudan.

September 18, 2025 (Pen) The Under-Secretary-General for Humanitarian Affairs, Tom Fletcher, welcomed the progress made by the Arab Republic of Egypt, the Kingdom of Saudi Arabia, the United Arab Emirates, and the United States of America towards reaching a three-month humanitarian truce in Sudan, stressing the urgent need for it.

In a post on the X platform, Fletcher stressed the United Nations' readiness to take immediate action and the importance of ensuring safe and unhindered access for humanitarian aid to all those in need in Sudan.

Fletcher referred to the joint statement issued by the Quartet, which stipulated a number of fundamental principles for ending the conflict in Sudan, most notably:

  • Affirming Sudan's sovereignty, unity and territorial integrity.
  • There is no military solution to the conflict, and the status quo causes suffering and risks to peace and security.
  • Obligating all parties to facilitate the delivery of humanitarian aid and protect civilians in accordance with international humanitarian law and the Jeddah Declaration, and refraining from indiscriminate attacks on civilian infrastructure.
  • The future of governance in Sudan will be decided by the Sudanese people through a comprehensive and transparent transition process leading to an independent civilian government within nine months.
  • Ending external military support as a major cause of prolonging the conflict and regional instability.

The Quartet ministers also pledged to make every effort to support a negotiated settlement between the Sudanese Armed Forces and the Rapid Support Forces, ensure the protection of civilians and civilian infrastructure, and work with international, African, and Arab partners to end the suffering of the Sudanese people.
